Șuetă (English: Shueta) is the unicameral national legislature of the Brotherhood of the United Blocks. The name comes from the Romanian language and means an easy, friendly conversation.
Șuetă passes all laws, approves the Cabinet, and supervises the work of the government.
The leadership of the Șuetăis carried out by the Speaker of the Parliament. The current parliamentary configuration includes:
The composition of Șuetăis made according to parliamentary elections, based on party-list proportional representation.
The number of members is established following a national census before the elections, with the total number of parliamentarians being set at 10% of the population.
The Speech from the Throne is the solemn address through which the Sovereign of the Brotherhood of the United Blocks opens a new parliamentary session of the Șuetă. It marks the official beginning of parliamentary proceedings and sets out the principal priorities of the Cabinet of Ministers.
The Speech has a ceremonial character and does not constitute a legislative act. The text is prepared by the Cabinet of Ministers, while the Sovereign delivers it before the members of the Șuetă.
The ceremony takes place in the Șuetă, in the presence of Parliament, the Cabinet of Ministers, and official guests. The Royal Regalia are presented, after which the Sovereign enters the chamber and takes the place designated for the Crown.
The President of the Cabinet of Ministers presents the Sovereign with the text of the Speech from the Throne, which is then read before the Șuetă.
The ceremony highlights the distinct roles of the Crown, Parliament, and Government: the Sovereign represents the continuity of the state, Parliament exercises legislative authority, and the Government determines national policy.
At the beginning of the ceremony, the Sovereign says:
“Honourable Members of the Sueta,
It is our will and our duty to open this new parliamentary session of the Brotherhood of the United Blocks.”
Following the reading of the Speech from the Throne, the Sovereign declares:
“I hereby declare the new session of the Sueta open. May God bless the Brotherhood of the United Blocks and its citizens.”
Following the Sovereign's departure, the Șuetăcontinues its proceedings in accordance with the agenda.
