The Brotherhood of the United Blocks (Romanian: Frăția Blocurilor Unite; abbreviated as FBU) is a micronation established on 22 April 2009 and located in Romania and the virtual environment. Its closest ally is Nucilandia.
FBU is a democratic state with a unitary system of government that operates according to democratic customs and principles, as there is no Constitution. Its current form of government is a constitutional monarchy, in which the monarch has a ceremonial function while power is held by the Parliament, called Șuetă, and the Cabinet of Ministers.
The name Frăția Blocurilor Unite derives from the friendship relationship of the first members Mib Boby, Apple14 and Miță Elderwood. "Frăția" translates to "Brotherhood" on account of the fact that the three were like brothers, and "Blocurile Unite" means "United Blocks" referring to the fact that their neighbouring blocks (apartment buildings) were united by their friendship.
Frăția Blocurilor Unite is a democratic state, based on the exercise of power by the people, and state power emanates from the Nation. FBU does not have a written Constitution, the rules of operation of the political system are based on the principles of democracy and different customs.
The form of government is a parliamentary constitutional monarchy, in which the powers of the state are exercised in the name of the Nation and the Sovereign. Legislative power is exercised by the Șuetă (Parliament), while executive power is exercised by the Cabinet of Ministers.
The FBU is led by Queen Constanța I, who succeeded the deceased Queen Lucreția I.
The monarchy was chosen as the form of government in 2018 following a citizens' consultation through a referendum. The term refers to the Sovereign, the Royal Family, and the Royal Court (royal administration), which help the monarch carry out their duties.
The Head of State, known as the Sovereign of the Brotherhood of the United Blocks, serves as an elective representative and ceremonial office (the election of the head of state must be regulated by a future law of succession to the Throne). Currently, the position is held by Her Majesty Queen Constanța I.
The Sovereign and his family undertake various official, ceremonial, diplomatic and representational duties. Since the monarchy is constitutional, the Sovereign has limited powers and can use them according to the laws.
The Cabinet of Ministers, known as the Cabinet or Royal Government, is the supreme body of the state administration. It exercises executive power on behalf of the Nation and the Sovereign and carries out the internal and foreign policy of the Brotherhood of the United Blocks. The Cabinet of Ministers operates on the basis of Șuetă's vote of confidence but also depends on the confidence of the Sovereign, who appoints its members to office.
Șuetă (it can be read as Shueta) is the Parliament of Frăția Blocurilor Unite and has a legislative role. The composition of Șuetă is determined by parliamentary elections, based on proportional representation on party lists. The number of members is at least 7, but each additional member requires 10% of the population, as determined by a national census before the elections.
Frăția Blocurilor Unite is a democratic state in which a multiparty system is permitted. However, the system has a bipartisan character, with power alternating in FBU's history between two major parties (One for All and Work for Progress). Although several parties exist, only these two currently have significant influence on the political scene.
The Brotherhood of the United Blocks is an indivisible unitary state administratively organised into cities. Its administrative-territorial organisation is centralised, and the cities have limited autonomy. Until an exact territorial organisation is established, the central government administers the regions through Palatines, who are equivalent to mayors and lead the administrative-territorial units on behalf of the Sovereign of FBU while remaining subordinate to the Ministry of Internal Affairs.

The FBU Government's official country information also lists Aecrim, Divad, and Emeraldia among the state's administrative units.
Frăția Blocurilor Unite followed a policy of isolation for several years before adopting an "open doors" policy in 2019. The FBU recognises any state that respects the rights and freedoms of citizens and parliamentary integrity, and with which it signs treaties of mutual recognition.
States with which the FBU has diplomatic relations will build or commission the construction of a headquarters for their diplomatic representation in the virtual territory, in the Diplomatic Quarter in the capital, Naoi.
FBU's closest ally is Nucilandia.
On 13 November 2025, the FBU and Nucilandia concluded the Treaty on Modification of the Nucilandia-FBU Border. The agreement modified the border into a straighter line, by transferring the half of the small lake between the cities' crossing point and the Nucilandian defence bunker to Nucilandia, while transferring the hill between the crossing point and the Ferret Road near Bucket Saint Radu's house to the FBU. It established a peaceful and permanent revision restricted to those border segments.
FBU society is an umbrella term encompassing the media, religion, national currency, and other aspects of public life. The national currency is the Frățilă, also known as Fratila or Fratern, with the code FRA.
The media of Frăția Blocurilor Unite is monitored and regulated by the Ministry of Media. This institution grants media licences and can issue warnings and fines for lack of fairness and accuracy. Although this institution exists, free expression and access to information are fundamental civil rights of the micronation and have existed since its inception in 2009.
