The Brotherhood of the United Blocks (Romanian: Frăția Blocurilor Unite) is a micronation established on April 22, 2009 that is located in Romania and in the virtual environment.
FBU is a democratic state with a unitary system of government, which operates according to the customs and principles of democracy (there being no Constitution). The current form of government is the constitutional monarchy, where the monarch has a ceremonial function and the power held by the Parliament (called Șuetă) and by the Cabinet of Ministers.
Etymology
The name Frăția Blocurilor Unite derives from the friendship relationship of the first members Mibu, Apple14 and Mitza2k. "Frăția" translates to "Brotherhood" because the three were like brothers, and "Blocurile Unite" means "United Blocks" referring to the fact that their neighboring blocks (apartment buildings) were united by their friendship.
Politics
Frăția Blocurilor Unite is a democratic state, based on the exercise of power by the people, and state power emanates from the Nation. FBU does not have a written Constitution, the rules of operation of the political system are based on the principles of democracy and different customs.
The form of government is parliamentary constitutional monarchy, where the power of all the powers of the state is exercised in the name of the Nation and the Sovereign. Legislative power is exercised by the Șuetă (Parliament) and the Executive power is exercised by the Cabinet of Ministers.
Monarchy
The monarchy was chosen as the form of government in 2017 following citizens consultation through a referendum. The term refers to the Sovereign, the Royal Family and the Royal Court (royal administration) who help the monarch carry out his duties.
The Head of State known as the Sovereign of the Brotherhood of the United Blocks is an elective (the election of the head of state must be regulated by a future law of succession to the Throne) representative and ceremonial function. Currently the position is held by Her Majesty Queen Constanța I.
The Sovereign and his family undertake various official, ceremonial, diplomatic and representational duties. Since the monarchy is constitutional, the Sovereign has limited powers and can use them according to the laws.
Cabinet of Ministers
The Cabinet of Ministers known as the Cabinet or Royal Government is the supreme body of the state administration, exercises executive power on behalf of the Nation and the Sovereign and carries out the internal and foreign policy of the Brotherhood of the United Blocks. The Cabinet of Ministers operates on the basis of Șueta vote of confidence but also depends on the confidence of the Sovereign who appoints him to office.
Șuetă
Șuetă (it can be readed Shueta) is the Parliament of Frăția Blocurilor Unite and have legislative role. The composition of Șuetă is made according to the parliamentary elections, based on proportional representation on party lists. The number of members is 7 minimum, but for more members is required 10% of the population (following a national census before the elections).
Political parties
Frăția Blocurilor Unite is a democratic state where multipartydism is allowed. However, the system has a bipartisan tinge, with power alternating in FBU history between two major parties (One for All, Work for Progress). This tint has been maintained even today, even if there are several parties, only two manage to have a greater influence on the political scene.
Demography
The Brotherhood of the United Blocks is an indivisible unitary state administratively organized into cities. The administrative-territorial organization is centralized, the cities having a reduced autonomy. Until an exact territorial organization is established, the central government administers the regions through Palatines who are the equivalent of mayors and who lead the administrative-territorial units on behalf of the Sovereign of FBU and being subordinate to the Ministry of Internal Affairs.
